Modernising Social Services in Spain
Designing a New National Framework
Social services in Spain are confronted with a series of challenges, including growing
demand due to population ageing, changing family models, rising inequality and labour
market changes. Services are fragmented and, with multiple providers, lack reliable
and comprehensive data. There is also a discontinuity between primary and specialised
care. The decentralised model of competences generates complexity in management and
financing of services. With the current governance and financing system, there are
disparities in the type and quality of social services provided across the 17 Spanish
Autonomous Communities and two autonomous cities. In addition, there is a lack of
portability of benefits throughout the country. This report suggests ways to improve
the legal context, move towards more universal services, strengthen quality, and move
towards more evidence-based policies.
CLOSING Event: National Framework Reform for the Provision of Social Services in Spain
Modernising social services in Spain
The Ministry of Social Rights and Agenda 2030 of Spain has requested technical assistance from the European Commission and the OECD to support the reform process on social services, namely on improving the national framework and the information system for social services.
To close the project, the OECD is organising a high-level event on October 18 in Madrid, to bring together representatives from the relevant ministries, experts on social services and high-level authorities from the regions, and present the findings and recommendations on the situation of social services in Spain.
Con motivo de la finalización del proyecto desarrollado por el Ministerio de Derechos Sociales y Agenda 2030 y la Dirección General de Apoyo a las Reformas Estructurales (DG-REFORM) de la Comisión Europea para la Reforma del Marco Estatal de Provisión de los Servicios Sociales en España, en el que se ha contado con la asistencia técnica de la OCDE, está previsto un evento final de cierre del proyecto que se celebrará el martes 18 de octubre en horario de 10:00 a 14:00, para dar difusión a los resultados alcanzados durante estos dos años de trabajo (2020-2022).
